Commerce rail-trail section gets critical funding

Three is a charm for the Commerce, Walled Lake and Wixom rail-trail.

After two previous rejections, the Michigan Natural Resources Trust Fund recommended they receive a $3,755,400 grant to acquire the now-abandoned rail corridor which runs between the West Bloomfield Trail and the Huron Valley Trail in Wixom.

This near 33 acres provides a critical connection between the two trails mentions, but especially in the context of the Great Lake to Lake Trail which connects St. Clair to Lake Michigan. This new trail would also connect with the planned M-5 Trail which is a northern?extension?to the I-275 Metro Trail.

The funding also includes acquisition of the?Walled Lake Train Depot which would be used as a historic stopping point along the route.

Other projects in Macomb, Oakland, and Wayne Counties were recommended:

  • City of Dearborn (Wayne County) is recommended to receive $268,900 to develop a new bridge across the Huron River on the Camp Dearborn non-motorized trail with a fishing pier and canoe launch.
  • City of Detroit (Wayne County) is recommended to receive $300,000 for improvements to Jayne-Lasky Playfield, including development of walking trails, relocation of a soccer field, renovations to two softball diamonds, landscaping improvements and site amenities.
  • City of Detroit (Wayne County) is recommended to receive $300,000 for improvements to Lipke Playfield, including relocation of a football field, conversion of open space, horseshoe courts, renovation of a softball diamond, walking trails, landscaping and site amenities.
  • Huron-Clinton Metropolitan Authority (Oakland County) is recommended to receive $94,000 for improvements to Kensington Metropark to include a pond overlook, replace a seawall, walks and railing, group seating area, interpretive signage, viewing scopes and accessibility to pond dipping programs.
  • City of Inkster (Wayne County) is recommended to receive $300,000 to construct a trail within the Lower Rouge Parkway System.
  • City of Lathrup Village (Oakland County) is recommended to receive $50,000 to replace playground equipment at Goldengate Park.
  • Oakland Township (Oakland County) is recommended to receive $300,000 to develop a paved trail, boardwalks, pedestrian bridges, interpretive/directional signage and fishing access on the Paint Creek Trail/Polly Ann Trail south connector.
  • Southeast Michigan Eco-Region Consolidation is recommended to receive $1,475,000 for the acquisition of critical in-holdings within existing boundaries in state parks and recreation areas, state game areas, state harbors and Natural Rivers areas.

 

Third time a charm for Wixom-area Rail-Trail?

As reported in the Spinal Column, Wixom, Walled Lake, and Commerce and looking to apply for Michigan Natural Resource Trust Fund monies for a third time.

The Michigan Airline Railway property spans from West Bloomfield Township to the western city limits of Wixom and is considered the missing link in a trail that traverses the county and connects to a cross-state corridor spanning the Lower Peninsula.

The target 5.33 miles of Michigan Airline Railway corridor crossing the trailway council communities would be converted into a non-motorized recreational trail to link the Huron Valley and West Bloomfield trail segments.

“Our resolution emphasis is on the acquisition of the property at and surrounding the Walled Lake depot and including the depot,” [Wixom city manager Mike] Dornan said.

This grant request was denied in 2009 when there was no commitment for the required matching funds from MDOT.

Last year it was rejected due to protests of a local business still using the line. According to the Trust Fund minutes, “Chairperson Muchmore responded he feels this proposed trail project has some loose ends that need to be resolved.”

The Spinal Column reports that the local business issue has been resolved and that this section of railroad is being formally abandoned this summer.

…the railroad owner has filed a petition for exemption which would lead to the abandonment of the railway, which has led the trailway council to try again.

“The three communities now feel we are on better ground now that the railroad will be abandoned,” [trailway council administrator Kathleen] Jackson said.

We sure hope so. This is a critical link locally, regionally, and statewide. It is part of the Great Lake to Lake Trail (formerly known as the Michigan Airline Trail.)

I-275 Metro Trail Open House

MDOT is hosting a public open house to discuss the I-275 Metro Trail from Hines Drive to Michigan Avenue.

March 30, 2010 from 6 – 8 p.m

Plymouth Township Hall, Town Hall Room, 9955 N. Haggerty Road, Plymouth, MI 48170

MDOT and project team staff will host an open house to provide an overview of the project scope and boundaries of this approximately 7-mile section of the I-275 Metro Trail. This section is planned for reconstruction beginning this spring. There will be an opportunity to provide written feedback and input on various elements of the project including trail signs and bridge aesthetics.

A third and final public open house regarding this section of the trail will be scheduled for April.

Also, Associated Online published an article on the I-275 Metro Trail reconstruction.

The work includes a complete reconstruction of the path between Michigan Avenue and Hines Drive, [John Bailey] said.

“The path will be upgraded to present-day standards, including widening it to 14 feet, constructing proper drainage and slopes, and bringing it in line with ADA compliance,” he said.

It is good to know that you can have your residential drainage system repaired quite fast as well. Flo-Well Drainage Company can conduct a comprehensive drainage survey and fix everything asap.

Repairs will also be made to the section from Hines Drive north to Meadowbrook Road, which Bailey said isn?t as badly deteriorated as the southern section.

The work includes four new bridges, too: over Fellows Creek, Tonquish Creek, Wiles Drain and Smith Drain.

There’s also positive news on the north end of the I-275 Metro Trail. The Commerce, Walled Lake, and Wixom Trailway Management Council is applying for trail grant funding after a public hearing. The public comment was nearly unanimously in favor of converting this rail line to a non-motorized trail. The lone opposition came from a local business that receives material deliveries from the rail line. Receiving those deliveries by truck would increase their manufacturing costs.

The council hopes to purchase the 5.33 mile railroad and turn it into a paved, non-motorized pathway that will connect to the Huron Valley Trail and the West Bloomfield Trail.

This grant would match an MDOT grant and allow for land acquisition. Later grants would be sought to improve the trail surface, signage, etc.

NOTICE IS HEREBY GIVEN, pursuant to the Guidelines for the Development of Community Park, Recreation, Open Space, and Greenway Plans, Michigan Department of Natural Resources Grants Management, the Commerce, Walled Lake and Wixom Trailway Management Council will be holding a workshop and public hearing to discuss Council’s consideration to file a Michigan Natural Resources Trust Fund (MNRTF) Grant application for financial assistance for acquisition of approximately 5.45 miles of railroad right of way, the purpose of which is to ultimately develop a non-motorized trail from Haggerty Road, in Commerce Township running east through the City of Walled Lake to the western city limits of Wixom. A map of the proposed trail and supporting documentation will be available at the meeting or before the meeting at the Commerce Township Planning Department located at 2009 Township Drive, Commerce Township, Michigan 48390.

NOTICE IS FURTHER GIVEN, that the Public Hearing and Workshop will be held at 5:00 P.M. on March 8, 2010 at the Commerce Township Hall, located at 2009 Township Drive, Commerce Township, MI 48390 to hear and consider public comments on the proposed MNRTF Grant Application.

Detroit-area Trail projects seek Trust Fund dollars

Chairperson Pollack advised that at this time the estimates of funds available for
acquisition is $25.7 million and development $9.7 million.

The Michigan Natural Resources Trust Fund (MNRTF) board meets on December 2nd to make their funding recommendations for park development and acquisition projects across the state.

According to Chairperson Lana Pollack, there is an estimated $25.7 million available for land acquisition and $9.7 million for development.

Not all projects will get funded as there is over $59 million in land acquisition requests and nearly $26 million in development requests.

To help determine what gets funded, all of the land acquisition and development projects have been ranked.

Here are some trail projects of interest to Metro Detroit bicyclists and other trail users.

Dequindre Cut and RiverWalk connection

09-149. William G. Milliken State Park and Harbor-Detroit East Riverwalk-Parks and Recreation Division. This is to complete the riverwalk trail to link Dequindre Cut. $500,000 request.

This is for phase III development at Milliken State Park. It would continue the RiverWalk eastward from the new lowlands area, past the grassy mound, near the old dry dock, and to the Dequindre Trail.

This project scored very well and is likely to receive funding.

Note that the cities such as Detroit and Hamtramck do not have approved recreation master plans on file with the DNR — a requirement for receiving Trust Fund grants. While the city of Detroit has a recreation plan, it has not been endorsed by city council and therefore does not meet the DNR requirements. Efforts are underway to help get the recreation plan through city council in early 2010.

Michigan Airline Trail

For some unknown reason, this land acquisition request is not included in the final project list. It should be. A presentation on the project was given at the October Trust Fund meeting.

09-170. Michigan Airline Railway Acquisition

Ms. Kathleen Cassidy, Administrator for the Commerce, Walled Lake and Wixom Management Council made a presentation in support of 09-170, Michigan Airline Railway Acquisition. The project is for the acquisition of 5.45 miles of railroad right-of-way for a trail that would traverse Commerce Township and the cities of Walled Lake and Wixom. These communities have formed an intergovernmental trails management council for the purpose of acquisition and development of this trail. There is great support for the project, with over 100 letters of support being received from citizens, politicians, adjacent communities and trail enthusiasts.

When completed, the proposed trail will connect with the Huron Valley and West Bloomfield Trails. The trail is within a mile of eight elementary, two middle and two high schools. In addition it adjoins to the downtown areas of Walled Lake and Wixom.

All three communities have pledged to operate and maintain their portions of the trail through their parks and recreation budgets. There is a willing seller.

The trail is part of the cross-state Michigan Airline Trailway and is one of the nine missing links in this trail.

Ms. Nancy Krupiarz, Executive Director of the Michigan Trails and Greenway Alliance, made a presentation in support of 09-170, Michigan Airline Railway Acquisition. This is a critical connection for the Michigan Airline Trail. It is located in a heavily populated area. She outlined where the trail would be located via a map.

Mr. Charters asked how much was being requested for this acquisition. Ms. Krupiarz responded the council is asking for $4,222,700 from the MNRTF.

Ms. Krupiarz advised the Board that a grant has recently been received from the Kresge Foundation to close some of the other gaps in the trail (five gaps).

Ms. Krupiarz also mentioned the I-275 Pathway, 40 miles that will connect halfway to the middle of the critical link. These 40 miles of trail go south to Monroe.

Hines Drive trail extension in Northville Township

This is a significant request and larger than the typical $4 million ceiling. That means it could be funded in phases. It does score high on the list and could be funded.
