Yes, there is a street named Greenway in DetroitThe Detroit News recently covered trails developments both Downriver and in Macomb County.

One interesting quote from Macomb County highlights the importances of biking and walking infrastructure investments as a means for attracting new companies and jobs.

Steve Cassin, the county’s director of planning and economic development, said surveys have shown that the top two factors for industry looking to locate a new operation include the availability of work force and quality of life. Greenways and outdoor offerings, he said, are a major factor in quality of life considerations.

I-275 Metro Trail

We’d mentioned earlier that the I-275 bike path (now called the I-275 Metro Trail) received $4 million in stimulus funding for reconstruct the trail from Michigan Avenue to Hines Drive. However, it did not get any round two stimulus funding.

However, bids for MDOT’s stimulus projects have been coming about 10% lower than anticipated. That has freed up additional money that MDOT will use to reconstruct the I-275 Metro Trail from Michigan Avenue south to Sibley Road, where it will connect with the Willow Metropark.

This is great news and a critical connection.

Detroit Trails

Some trail projects in the city of Detroit also received stimulus funding.

The biggest project is Phase I of the Midtown Loop. This project will transform the sidewalks on Kirby and John R into more of a RiverWalk design — wide paths with benches, art, and more. It also includes bike storage. The project has gone out to bid and construction is expected to begin in this spring.

Another project is a resurfacing project on St. Jean from Jefferson to Mack Avenue. Once resurfaced, St. Jean will have bike lanes and become another completed segment of the Conner Creek Greenway. This project has been awarded and construction should begin this spring as well.

On message with Complete Streets

Mt. Pleasant is a little outside of m-bike’s geographic range, but this recent editorial in the Morning Sun really speaks to an issue we face in Metro Detroit.

MDOT, instead of looking back at its storied past and pulling solutions out of the 1950s, needs to look to the future. The future is something called a complete street – with places for pedestrians and bicycles as well as motor vehicles.

Instead of cranking up the speed, a complete street calms the traffic. Instead of forcing people to zap across multiple lanes of traffic to make turning movements, it allows them to flow naturally.

It’s an unconventional solution, but it works. It’s not surprising that MDOT has been reluctant to propose an unconventional answer, because unconventional ideas don’t seem to go over real well in Michigan.

In Metro Detroit the issue has been less with MDOT and more with cities and road commissions, such as the Road Commission for Oakland County. They give vehicle mobility a higher priority than safe bicycling and walking.

But the Michigan Complete Streets movement is starting to take hold. Cities like Lansing and Flint are leading the way.

We certainly could use more Complete Streets editorials like the Morning Sun’s.

Road design class for bicycling comes to Detroit

Mike Amdsen discusses possible improvements to the bike lane in front of GM's RenCen headquartersThe Michigan Department of Transportation (MDOT) has a training program for traffic engineers and planners that centers around designing roads for cycling. This year that program came to downtown Detroit.

What makes this program so effective is it’s led by John LaPlante, inarguably America’s leading expert in bicycle facility design. LaPlante is the primary author of the AASHTO guidelines for the development of bicycle facilities. He’s also a key figure in bicycle signage standards (via the MUTCD from the FHWA) and AASHTO’s pedestrian facilities design guidelines.

Laplante worked for the city of Chicago for 30 years include a stint as the Acting Commissioner of Transportation. In this role he was responsible for the planning, design and construction of all roads, bridges and mass transit facilities in the city of Chicago including their bicycle network.

Also leading the training class was Michael Amsden, the Bikeways Planner for the city of Chicago. Mike led us on a six-mile bike tour that made planned stops where he discussed options for improving the bike-friendliness of streets and intersections. Those stops included the mysteriously appearing and disappearing bike lane along Atwater and the super scary Broadway/Gratiot/Randolph intersection.

Representatives from the city of Detroit (5!), Wayne County, SEMCOG, Royal Oak, Corktown, MDOT and others were in attendance. Extra kudos go to the city of Detroit staff since the class coincided with the city’s first unpaid furlough.

Nearly all of the training was from the MUTCD and soon-to-be-release updated AASHTO bicycle guidelines.

One common theme was it’s best to implement bicycle facilities without removing much on-street parking. Removing parking only makes enemies and there usually are alternatives.

For example, some low-volume roads with on-street parking cannot accomodate bike lanes because they are not wide enough. If the parking is sporadic, one could simply stripe 7 foot parking lanes and add bike route signage. Most of the time, bikes would have access to an entire 7 foot lane, and with limited traffic, could easily skirt around parked cars. This is similar to Lincoln in Birmingham, except there should not be bollards (i.e. posts) in the road.

LaPlante also reinforced the message that in most cases sidepaths should not be built and designated for bicyclists. I noted that many Oakland County communities, including Oakland County itself, called sidepaths “safety paths.” LaPlante response was, “Safety paths? That’s an oxymoron.”

Metro Detroit Trail Updates

Arsonist burns bridge on Polly Ann Trail

BikeFitness.net is reporting that arsonists set fire to a trail bridge just north of Clarkson Road in Orion Township.

The arson occurred early this morning. There was still fire retardant foam on the trail and over the creek leading to a pond. There’s no way the bridge can be repaired. It was an old railroad trestle that had just been given a new surface. It will need to be to be taken completely out and replaced. That sure isn’t going to happen any time soon.

There is a $5,000 reward for tips leading to the arrest and/or conviction of those responsible.

I-275 Metro Trail work to begin

First, the I-275 Bike Path now has a new name: the I-275 Metro Trail. Since the trail is not just for biking, this makes sense. It’s also (mostly) within MDOT’s Metro Region.

HometownLife (via Erie Hiker) has an article on the I-275 Metro Trail reconstruction efforts.

MDOT is in the process of advertising for a contractor for the $4 million project and, according to MDOT project manager Gorette Yung, expects to have one chosen by October. She said work is expected to begin in the spring and by complete by fall 2010.

Since this is using stimulus funding, this project has a hard deadline.

In addition to  this work, MDOT is continuing to make progress on the M-5 Metro Trail between 13 Mile and 14 Mile. It’s expected that this trail will go out to bid this fall with construction beginning in spring of 2010.

Rail-Trail expansion keeps moving forward

The Spinal Column has reported on the recent progress with the Huron Valley Trail expansion.

The Commerce, Walled Lake and Wixom Trailway Management Council has approved a regional master plan for the Michigan Airline Railroad Corridor that stretches through those communities, and has set out to obtain grants that would cover the cost of acquiring the railroad corridor property.

This trail segment will be critical in that it completes a missing section of the cross-state Michigan Airline Trail. It’ll also connect with Phase II of the M-5 Metro Trail which runs between 14 Mile and Maple and is scheduled to be developed in 2010-2011.

Fixing up the Macomb Orchard Trail

There’s a pretty loose and rocky section of the Macomb Orchard Trail that makes biking less than enjoyable. The good news is a 6-inch layer of fines will be layered on top next spring. This new layer should firm up the trail. The same solution was used on a loose section of the Paint Creek Trail many years ago.

Woodward: the first mile of concrete highway

The Woodward Avenue Action Association (WA3) had a ceremony today to celebrate the 100th anniverary of the world’s first mile of concrete highway. That first mile was Woodward Avenue from McNichols to Seven Mile Road in Detroit. It was just 18 feet wide.

This historic milestone was very much the result of decades of tireless work, often led by bicyclists such as Horatio “Good Roads” Earle and Edward Hines. WA3 was generous enough to let me briefly speak at today’s event to highlight the cyclists’ role in this project and the Good Roads movement.

Hines, former chief consul for the League of American Wheelmen Michigan Division was a Wayne County road commissioner (along with Cass Benton and Henry Ford.) He helped oversee this project. Back in 1893, he helped create legislation that enabled county road commissions.

Earle followed Hines as Chief Consul of the Wheelmen before becoming a state senator and our first state highway commissioner. He founded both MDOT and the American Road Builders Association. The National Cement Association called Earle the “Father of the Concrete Roads of the World.”

For this Woodward paving project, Earle helped secure Wayne County’s bond and completed the approval inspection on June 21, 1909.

It’s highly ironic that some motorists question cyclists rights to the roads when we were there first and literally paving the way for improved motoring.

Moving Forward

In speaking today, I also noted that we got stuck focusing exclusively on automobiles for some time and that’s now changing. Detroit’s non-motorized master plan calls for bike lanes on Woodward. WA3 has contracted Giffels-Webster for non-motorized planning along Woodward from Eight Mile to Maple.

And we are closer than ever to getting light rail on Woodward.

I told the crowd this means “giving people more transportation options,” which elicited perhaps the biggest cheer of event.
