Major Detroit trail and park grants get the nod

The Dequindre Trail abuts the historic Globe Building

Yesterday was likely the biggest day in Michigan history for greenspace grant decisions largely due to a recent windfall in gas and oil leases on state land.

The Michigan Natural Resources Trust Fund (MNRTF) Board of Trustees today recommended to Governor Jennifer M. Granholm that 117 recreation projects and land acquisitions totaling $102,098,400 be funded in 2011. The board this year had considered 165 applications for development and acquisition projects totaling $140.4 million, which were competitively evaluated based on scoring criteria developed by the MNRTF board.

“Michigan’s remarkable natural resources help to make our state more appealing to residents and visitors alike,” said Governor Jennifer M. Granholm. “The important work of the Michigan Natural Resources Trust Fund makes it possible to acquire and safeguard some of our most beautiful natural and recreational areas for the enjoyment of current and future generations.”

Of course these grant decisions are not final and are subject to a review by the Governor before the Michigan legislature actually appropriates the money sometime next year.

So, how’d this area do?

City of Detroit

Clearly the biggest winner was the Detroit RiverWalk, Milliken State Park, and Dequindre Cut. These three projects were recommended for a whopping $34.4 million for land acquisition.

Here’s how that funding breaks down. Note the the DNRE was the applicant for the first three, while Detroit applied for the Dequindre Cut expansion.

  • William G. Milliken State Park and Harbor (Wayne County) – $20 million. This funding will be used to acquire three to six large private inholding parcels and trail easements along the Detroit Riverfront as additions to the William G. Milliken State Park and Harbor in downtown Detroit.
  • Globe Building Adventure and Discovery Center Acquisition (Wayne County) – $9 million. This funding would be used by the DNRE to acquire 48,000 square feet of built-out space in the Globe Building for the William G. Milliken State Park and Harbor Adventure and Discovery Center in downtown Detroit.
  • Detroit Riverfront Easements and Acquisitions (Wayne County) – $5 million. These funds would be used by the DNRE to acquire public use easements and land acquisitions along the Detroit River from the Ambassador Bridge to the MacArthur Bridge as part of a 5-mile-long public greenway.
  • Dequindre Cut Expansion, City of Detroit (Wayne County) – $375,000. These funds would be used to acquire a 0.7-mile section of abandoned rail corridor in downtown Detroit that continues the Dequindre Cut north, connecting the Detroit Riverfront to the historic Eastern Market.

A million dollars in Detroit Recreational Department projects were also recommended, both of which include trails. These grants  along with the Dequindre Cut grant would not have been possible without the city’s recreation plan being approved earlier this year — a basic requirement for this funding source.

  • City of Detroit (Wayne County) is recommended to receive $500,000 to develop the Balduck Park In-Town Youth Camp and Family Picnic Area. This will include restrooms, picnic shelter, play area, nature trail, walking path, camp activity areas, pathways and interpretive signs.
  • City of Detroit (Wayne County) is recommended to receive $500,000 for improvements to Patton Park, including construction of two softball diamonds, lighting, comfort station, picnic shelter, parking lot improvements, connecting pathways, and an asphalt trail linking the Greenway to the sidewalks.

Wayne County

Four other projects in Wayne County were recommended:

  • Northville Township (Wayne County) – $3,053,700. These funds would be used for Phase II acquisition of 51.01 acres to create a linear park connecting the former Northville State Hospital property with the Wayne County Hines Parkway system and also preserve 200-year-old growth forest and link to the Southeast Michigan Greenways Network.
  • Wayne County is recommended to receive $500,000 to develop the Refuge Gateway Boat Dock/Fishing Pier for the Great Lakes Schoolship and associated recreational features.
  • City of Flat Rock (Wayne County) is recommended to receive $447,900 for the Flat Rock-Oakwood Metro Park Connector. This project will develop 1.93 miles of trail linking the Flat Rock Greenway to the Oakwood Metro Park Greenway to create a contiguous 23-mile greenway system in southeast Michigan.
  • City of Inkster (Wayne County) is recommended to receive $408,000 to develop a 4.5-mile Inkster Park Greenway Trail through the city along Wayne County parkland adjacent to the Lower Rouge River.

Oakland County

Five projects in Oakland County were recommended, but perhaps the biggest news was the one that wasn’t, the Wixom, Commerce, Walled Lake rail-trail, part of the Michigan Air Line. It was rejected last year due to a lack of matching funds. This year the Michigan Economic Development Corporation (MEDC) spoke against it since the original plan would have negatLively impacted a local rail customer. That plan had been updated to remove that impact but MEDC was apparently unaware of it and no one was at the meeting to address the update. This is very unfortunate given the large amount of funding available this year.

  • West Bloomfield Township (Oakland County) is recommended to receive $500,000 to develop a 2.5-mile, 10-foot wide aggregate path; road crossings; benches; interpretive signs; native seeding along the West Bloomfield Trail, which is part of the Michigan Airline Trail system.
  • City of Novi (Oakland County) is recommended to receive $437,500 to develop a trailhead for Landings Park for the existing and future non-motorized regional pathway system within the 11-acre Landings parkland, with an accessible waterfront park with 835 feet of naturalized shoreline.
  • Oakland County is recommended to receive $308,000 to develop universally accessible amenities at Highland Oaks, Lyon Oaks, Red Oaks and Rose Oaks parks.
  • Oakland Township (Oakland County) is recommended to receive $154,900 for the improvements at the Lost Lake Nature Park, including renovation of existing residence for nature center use, a fishing dock, non-motorized boating, nature observation/education, accessibility improvements to parking lot, pedestrian routes, interpretative signage and storm water buffers.
  • Village of Leonard (Oakland County) – $22,500. This funding would be used to acquire 0.28 acres of property adjacent to the Polly Ann Trail.

Macomb County

Only one project was recommended in Macomb County. The county had submitted a grant request for the Lake St. Clair Shoreline Trail between Selfridge AFB and the lake. That was rejected since the land was already in public ownership. The case was being made that although it was in public ownership, it hadn’t been open to the public. Apparently that argument didn’t win out.

  • Macomb County is recommended to receive $205,000 to develop the Nicholson Nature Center, including a restroom facility, classrooms, boardwalk, trails, stream crossings, wetlands enhancement and signage.

m-bike is still here! We’ve been enjoying (and recovering from) a crazy adventure in Colorado for the past couple weeks…

Here’s a collection of recent media coverage regarding trails and biking across Metro Detroit.

Orion Township

The Oakland Press is reporting on improvements to the Polly Ann Trail extension. This extension runs from the south border of the Indianwood Golf Course to just south of Waldon. This is 3.5 miles in total. The new surface is apparently crushed limestone similar to the Paint Creek.

Unfortunately Orion Township is still pushing side paths (known as safety paths in Oakland County) as bicycling facilities despite the national guidelines saying they shouldn’t be. While sidepaths and sidewalks are fine for pedestrians and less skilled riders, they should not be designated bicycle facilities. Instead the township should be calling for safe on-road bicycling facilities that meet the AASHTO national guidelines.

Shelby Township

The Free Press gave brief mention to the trail construction underway in Shelby Township as part of the much larger Macomb Trail Loop.

Construction is under way for a hiking and bike trail that is designed to eventually link to a loop around central and northern Macomb County.

Crews are building a 1-mile trail in River Bends Park near 22 Mile and Shelby Road in Shelby Township that will link up with a trail that runs along the Clinton River in Dodge Park in Sterling Heights.

Leaders plan to eventually have a 70-mile trail loop. So far, 44 miles are completed.

Detroit RiverWalk

Crain’s Detroit Business has thorough article on the Detroit RiverWalk and Dequindre Cut — they’re current status, planned construction, and future developments.

The pace of private investment in the riverfront district has slowed with the economy, but plans to bring aesthetic improvement and ease accessibility to the river are to be finished or expanded.

Current public space improvements will serve as a foundation for renewed private development on the water once the economy rebounds, said Faye Alexander Nelson, president and CEO of the Detroit Riverfront Conservancy.

Two of the six major residential developments that were in the planning process in 2007 are still moving; one has been reconfigured as an office/industrial building.

The DNR is also continuing to move forward with future enhancements to Tri-Centennial State Park next to the Rivard Plaza. The next phase will certainly include yet another RiverWalk path extension and an improved connection to the Dequindre Cut.

Detroit’s Green Task Force

M-Live has a great written and audio coverage of Detroit’s Green Task Force, which headed by Detroit Council President Ken Cockrel, Jr.

Bicycle trails and greenways trough out the City of Detroit are part of the Green Task Force’s non-motorized plans.

“At least during the warm weather months, I like to bike a lot, and I’m a big fan of the Dequindre Cut, the new trail opened up earlier this year for walkers, joggers and bikers,” Cockrel says. “And we want to do more of that in Detroit.”

Yes we do want to do more of that! In fact, in my role as Detroit Greenways Coordinator for MTGA, we recently proposed an eight-figure stimulus request which would effectively extend the Dequindre Cut around the city’s midsection. While this proposal is not looking too likely today, there is a great deal of interest among many parties to make it happen somehow.

Pizza Super Highway

Model D has a very cool article on Detroiter Karen Gage. Given that Karen’s an owner of Wheelhouse Detroit, it’s no surprise bicycling is entertwined in her daily routine.

Noon: A slice at Supino Pizzeria in Eastern Market. If she can squeeze it in, she loves to grab lunch at this relatively new spot next to the region’s premier farmers market. “It is hands down the best pizza I’ve ever had,” she says. The Wheelhouse crew often bikes there on the Dequindre Cut bike path, which opened this year. With graffiti encouraged, the $3 million, 1.2 mile greenway replaced a former depressed rail corridor. And now Karen and the bike shop crew call it their “pizza super highway.”

With her job at the New Center Council, Gage is also active in promoting non-motorized transportation, including potential bike lanes along Second Avenue, which would connect the Fisher Building to the Wayne State Campus.

Getting Outdoors

And finally, the Detroit News is reminding everyone to get outside as summer wraps up and take advantage of the many opportunties that we have in Metro Detroit. Our favorite quote is from another Wheelhouse Detroit owner.

“Biking is absolutely the best way to see Detroit,” says Kelli Kavanaugh of Wheelhouse Detroit, which rents bikes and also provides bike tours of the city. “It’s flat and fast and, since our roads were built for a population of 2 million, there is plenty of room on them for bikes,” Kavanaugh says. “It’s healthy … it’s green, and most of all it is super fun.”

Arsonist burns bridge on Polly Ann Trail

BikeFitness.net is reporting that arsonists set fire to a trail bridge just north of Clarkson Road in Orion Township.

The arson occurred early this morning. There was still fire retardant foam on the trail and over the creek leading to a pond. There’s no way the bridge can be repaired. It was an old railroad trestle that had just been given a new surface. It will need to be to be taken completely out and replaced. That sure isn’t going to happen any time soon.

There is a $5,000 reward for tips leading to the arrest and/or conviction of those responsible.

I-275 Metro Trail work to begin

First, the I-275 Bike Path now has a new name: the I-275 Metro Trail. Since the trail is not just for biking, this makes sense. It’s also (mostly) within MDOT’s Metro Region.

HometownLife (via Erie Hiker) has an article on the I-275 Metro Trail reconstruction efforts.

MDOT is in the process of advertising for a contractor for the $4 million project and, according to MDOT project manager Gorette Yung, expects to have one chosen by October. She said work is expected to begin in the spring and by complete by fall 2010.

Since this is using stimulus funding, this project has a hard deadline.

In addition to  this work, MDOT is continuing to make progress on the M-5 Metro Trail between 13 Mile and 14 Mile. It’s expected that this trail will go out to bid this fall with construction beginning in spring of 2010.

Rail-Trail expansion keeps moving forward

The Spinal Column has reported on the recent progress with the Huron Valley Trail expansion.

The Commerce, Walled Lake and Wixom Trailway Management Council has approved a regional master plan for the Michigan Airline Railroad Corridor that stretches through those communities, and has set out to obtain grants that would cover the cost of acquiring the railroad corridor property.

This trail segment will be critical in that it completes a missing section of the cross-state Michigan Airline Trail. It’ll also connect with Phase II of the M-5 Metro Trail which runs between 14 Mile and Maple and is scheduled to be developed in 2010-2011.

Fixing up the Macomb Orchard Trail

There’s a pretty loose and rocky section of the Macomb Orchard Trail that makes biking less than enjoyable. The good news is a 6-inch layer of fines will be layered on top next spring. This new layer should firm up the trail. The same solution was used on a loose section of the Paint Creek Trail many years ago.

Here are some bike-related headlines from the past couple days.

Ghost Bike Driver Waives Exam

Kimberly Dancy waived her rights to an exam this week.  Dancy is accused of the hit-and-run accident on Woodward that killed a Detroit bicyclist.

Dancy’s waiving of her preliminary exam in Royal Oak’s 44th District Court amounts to “a concession that there was probably cause” for the felony charges, Royal Oak City Attorney Dave Gillam said.

Earlier this month, she dropped her lawsuit against the Royal Oak police that sought to force the return of her Jeep Liberty, Gillam said.

Dancy is going before Oakland County Circuit Judge Lisa Gorcyca on Monday.

The Polly Ann Trail is being extended in Orion Township as  we reported earlier (though it appears the costs have changed.)

Jimmy Carter gets Replacements for his Stolen Bikes

Someone recently stole Former President Jimmy and Rosalyn Carter’s bikes in Atlanta.  On the Daily Show this week, Jon Stewart presented Carter with two new bikes.  It was great watching his genuine gratefulness.

MDOT announces grants for local trails

Milford Trail

The village of Milford, in partnership with the Charter Township of Milford, the Huron-Clinton Metropolitan Authority, and the Community Foundation for Southeastern Michigan, will construct 2.9 miles of non-motorized trail. The trail will go from north of General Motors Road at the Milford Dam, then south across General Motors Road into Kensington Metropark, and continue south toward the intersection of Milford Road and Huron River Parkway. It will be an integral part of a much larger planned system within the county and region. A portion of the non-motorized network has been constructed, including the Kensington Metropark loop, a connection under I-96 and into Island Lake State Recreation Area, and the Huron Valley Trail that leads southwest into South Lyon and east toward Wixom.
