We’re with Lutz: Raise the gas tax

Bob Lutz, the vice chairman of General Motors recently suggested the U.S. begin raising the gas tax as a means for shifting consumers to more efficient vehicles.

“If the rise in gasoline prices is gradual, I think that all of us in the industry would frankly welcome that, because there is nothing more illogical than forcing fuel-saving technology when gasoline is extremely cheap,” he said when asked about any concerns about oil again rising above $80 a barrel.

“You either continue with inexpensive motor fuels and have to find other ways to incent the customer to buy hybrids and electric vehicles, such as the government credits,” he said. “Or the other alternative is a gradual increase in the federal fuel tax of 25 cents a year, which in my estimation would have the benefit of giving automobile companies a planning base, and giving families that own vehicles a planning base.”

Lutz said if a car buyer knew that gas that costs $2.75 a gallon today would likely go to $3 next year and $3.25 the year after that, it would prompt some buyers to say: “You know sweetheart — this time we should go one size down because we know what fuel is going to do.”

Of course the other benefit is it might prompt car buyers to look more closely at bike commuting as well as public transit.

Sure it’s great having the standard article about bike commuting every time there’s a gas price spike, but watching bicycle’s 1% share of trips climb more rapidly would be better.

Lutz isn’t the first to push this. Thomas Friedman has been saying the same.

The two most important rules about energy innovation are: 1) Price matters — when prices go up people change their habits. 2) You need a systemic approach. It makes no sense for Congress to pump $13.4 billion into bailing out Detroit — and demand that the auto companies use this cash to make more fuel-efficient cars — and then do nothing to shape consumer behavior with a gas tax so more Americans will want to buy those cars. As long as gas is cheap, people will go out and buy used S.U.V.’s and Hummers.

There has to be a system that permanently changes consumer demand, which would permanently change what Detroit makes, which would attract more investment in battery technology to make electric cars, which would hugely help the expansion of the wind and solar industries — where the biggest drawback is the lack of batteries to store electrons when the wind isn’t blowing or the sun isn’t shining. A higher gas tax would drive all these systemic benefits.

The same is true in geopolitics. A gas tax reduces gasoline demand and keeps dollars in America, dries up funding for terrorists and reduces the clout of Iran and Russia at a time when Obama will be looking for greater leverage against petro-dictatorships. It reduces our current account deficit, which strengthens the dollar. It reduces U.S. carbon emissions driving climate change, which means more global respect for America. And it increases the incentives for U.S. innovation on clean cars and clean-tech.

Which one of these things wouldn’t we want? A gasoline tax “is not just win-win; it’s win, win, win, win, win,” says the Johns Hopkins author and foreign policy specialist Michael Mandelbaum. “A gasoline tax would do more for American prosperity and strength than any other measure Obama could propose.”

Oh, and while Mandelbaum is at it, he can add another “win” for bicyclists.

Biking to Work in Toronto

Here’s an interesting blog out of Toronto called Urban Country that we stumbled on via a Howard Meyerson Tweet.

Here in Toronto, the City has been handing out awards to bicycle-friendly businesses since 2001. The 2009 Bicycle-Friendly Business Awards will take place on January 19th, 2010 at the Gladstone Hotel and we will find out who this year’s most bicycle-friendly businesses are.

The consulting company that employs me imason inc. is an example of a bicycle-friendly workplace, and I felt compelled to highlight my workplace in the promo video above.?imason allows employees to bring their bicycles directly into the 8th floor office, storing them at the back of the office, while also providing shower facilities for those who feel compelled to shower after cycling in to work.

Secretary LaHood and US DOT 2010 goals

Secretary of Transportation Ray LaHood is back in Detroit today for the auto show.

He recently listed what the US DOT had in the works for this year, including (emphasis ours):

More safety: I am not about to lay down on this; whether it’s distracted driving, impaired driving, or driving unprotected by seat belts, expect to see more from us on making our roadways safer for everyone.

More livability, sustainability: …in 2010 the TIGER grants we award will include as criteria the project’s contribution to sustainability and livability. Also in 2010, the Obama Administration’s Partnership for Sustainable Communities of DOT-HUD-EPA will continue to align our efforts to promote the Three E’s of economic development, environmental protection, and equitable access to transportation.

Making roadways safe for all users… More livability… More sustainability… These goals all favor bike friendly transportation projects.

Now if only we could Metro Detroit state, county, and local governments working on the same. DOT’s emphasis on livability might force Metro Detroit governments to progress beyond post-WWII concepts of transportation and into the 21st century.

And in conjunction with this new federal emphasis, the House created the Livable Communities Task Force this past fall.

Every community in America — regardless of its size, geographic location, demographic composition, or economic base — aspires to become a place where families are safe, enjoy personal and environmental health, can select from a range of housing and transportation choices, and have access to educational and economic opportunities. These are the building blocks of livable communities.

The Livable Communities Task Force recognizes that federal policies — from transportation to tax incentives to environmental regulations and everything in between — have a profound effect on the livability of communities. This Task Force seeks to identify the ways in which the federal government can affect community livability and improve Americans’ quality of life. This includes reducing the nation’s dependence on oil, protecting the environment, improving public health and investing in housing and transportation projects that create jobs and give people more commuting choices.

Congressman Earl Blumenauer chairs the task force of 20 members, but unfortunately none are from Michigan.

It’s not about the bike. It’s the roads

WXYZ ran a tech piece on a powered bicycle wheel:

Detroit of course, is the car capitol of the world, but what if everyone started riding bicycles? That’s the vision of a group of MIT engineers.

The Copenhagen Wheel turns an ordinary bike into a smart electric hybrid. It’s a tiny motor designed to make cycling easier.

So powered wheels are what’s holding Detroit back from re-embracing the bicycle? Oh please.

A third of Copenhageners use bicycles as their primary transportation choice. It’s a flat city not unlike most of Metro Detroit. They don’t need powered wheels to make cycling easier.

What they do have is road infrastructure that encourages safe cycling — something nearly all of Metro Detroit lacks. We’ve built a metropolitan area that discourages healthy transportation choices.

WXZY should know that. They’re located on West 10 Mile in Southfield, which is a terrible road to bike on.

Powered bike wheels aren’t going to encourage anyone to ride roads designed only for powered car wheels.

We need Complete Streets and bike lanes — and that’s the real story.

Detroit bicycling on WDET today at 11:30am

Bil Lusa and myself are expecting to be on the Craig Fahle Show today at about 11:30am on WDET to talk about bicycling. More specifically the topic should include the 9 Detroit projects we recently highlighted for 2010.

We also may get a chance to talk about a yet-to-be-officially-named bike week in Detroit. This is about 8 days of assorted bike-related events in Detroit and Windsor, which includes the Tour de Troit, UDM Night Ride, PEAC Celebration of Cycling, and more.
