AAA says, “Share the Road with Bicyclists”

The Automotive Association of America (AAA) has issued this press release that is difficult to criticize. Will they stand behind Michigan’s Complete Streets legislation?

AAA Encourages Motorists to Share the Road with Bicyclists

America’s largest motor club promotes careful commuting whether your ride has two wheels or four

WASHINGTON, May 3 /PRNewswire-USNewswire/ — May is National Bike Month and with a growing number of bicyclists on roadways, AAA encourages all motorists to respectfully share the road with cyclists. Most Americans continue to ride bikes for recreation, but many people use their bikes as a means to commute to work, improve their physical health and to reduce their overall carbon footprint. In recognition of National Bike Month, AAA reminds both motorists and cyclists to be vigilant about sharing the road, and to exercise caution year round.

“It’s important for roadway users to remember that cyclists are granted the same rights and are expected to obey the same laws as motorists,” says Jake Nelson, director, AAA Traffic Safety Policy and Research. “AAA appreciates the continued efforts of stakeholders and transportation officials towards making roads safer for motorists and cyclists alike.”

As May’s warmer weather lures more cyclists onto roadways, AAA urges motorists to exercise exceptional caution when approaching bicyclists with whom they share the road, and offers the following tips:

  • Allow three feet of passing space between your car and the cyclist. Tailgating or honking can startle or fluster a bicyclist, causing them to swerve further into the driving lane.
  • Be patient. Remember, cyclists are moving under their own power and can’t be expected to go the same speed as cars.
  • Pay special attention to blind spots. Due to their size and the location of bike lanes, bikes can often get lost in a car’s blind spot, so double check before changing lanes, making right-hand turns or before opening your car door on the traffic side when parked.
  • Be attentive on side streets and neighborhoods. Children are especially at risk in residential areas. Follow the speed limit, avoid driver distraction and always be aware of your surroundings. It is particularly important to be cautious when backing out of a driveway and onto the street.
  • Use good common sense. For example, in inclement weather, give cyclists extra room.

Complete Streets legislation introduced in Michigan House

Two bills were introduced in the Michigan House yesterday which would require all Michigan road agencies to adopt Complete Streets policies within two years as a condition for receiving transportation dollars.

An excerpt from House Bill 6151

SEC. 10P. (1) AS USED IN THIS SECTION:

(A) “COMPLETE STREET” MEANS A ROADWAY OR AN INTERCONNECTED NETWORK OF TRANSPORTATION FACILITIES THAT ACCOMMODATES ALL USERS OF ALL AGES AND ABILITIES, AND THAT ENABLES ALL USERS TO USE THE ROADWAY SAFELY AND EFFICIENTLY.

(B) “COMPLETE STREETS POLICY” MEANS A STATE OR LOCAL LAW, ORDINANCE, OR POLICY THAT ENSURES BOTH OF THE FOLLOWING:

(i) THE ADEQUATE ACCOMMODATION, IN ALL PHASES OF PROJECT PLANNING, DEVELOPMENT, CONSTRUCTION, MAINTENANCE, AND OPERATION OF ALL USERS OF THE TRANSPORTATION SYSTEM, INCLUDING, BUT NOT LIMITED TO, PEDESTRIANS, BICYCLISTS, PUBLIC TRANSIT USERS, CHILDREN, OLDER INDIVIDUALS, MOTORISTS, AND INDIVIDUALS WITH DISABILITIES.

(ii) THE CONSIDERATION OF THE SAFETY AND CONVENIENCE OF ALL USERS IN ALL PHASES OF PROJECT PLANNING AND DEVELOPMENT. THE DEPARTMENT SHALL PROVIDE ASSISTANCE TO AND COORDINATE WITH LOCAL ROAD AGENCIES AND METROPOLITAN PLANNING ORGANIZATIONS IN DEVELOPING COMPLETE STREETS POLICIES.

(2) EXCEPT AS OTHERWISE PROVIDED IN THIS SECTION, THE DEPARTMENT, LOCAL ROAD AGENCIES, AND MUNICIPALITIES THAT RECEIVE APPROPRIATIONS UNDER THIS ACT SHALL ADOPT COMPLETE STREETS POLICIES. THE DEPARTMENT AND LOCAL ROAD AGENCIES SHALL ADOPT COMPLETE STREETS POLICIES NO LATER THAN 2 YEARS AFTER THE EFFECTIVE DATE OF THE AMENDATORY ACT THAT ADDED THIS SECTION. THE DEPARTMENT AND LOCAL ROAD AGENCIES AND MUNICIPALITIES SHALL ADHERE TO THE ADOPTED COMPLETE STREETS POLICY OF THE POLITICAL JURISDICTION WITHIN WHICH THE PROJECT IS LOCATED IN ALL PHASES OF PROJECT PLANNING AND DEVELOPMENT.

The bill does carve exceptions, but they seem to be based on the same reasonable exceptions listed in the U.S. DOT recommended bicycle and walking policy statement.

Also, the bill does create a Complete Streets Advisory Council at the state level to “assist local road agencies and municipalities with implementation of Complete Streets Policies.”

House Bill 6152 would update Michigan’s planning enabling act by adding non-motorized transportation, Complete Streets, traffic calming and more as required elements of a municipal master plan.

If passed, this sweeping and profound legislation would clearly put Michigan on the right track by supporting active transportation and building livable communities.

What action can you take? The Michigan Complete Streets Coalition will likely have some recommend plan in the near future and we’ll be sure to pass it along.

Detroit bike lanes highlighted in the media

Today’s Free Press has a very good article outlining some of the exciting progress being made towards making Detroit even more bike friendly.

Detroit is embarking on an ambitious plan to create bike lanes on roads across town, giving cyclists like Jon Koller designated space for riding as city leaders and community groups rethink street and land use in a shrinking city.

It’s a big change. Although the city is starting with about 30 miles in a handful of neighborhoods this year, there eventually could be as many as 400 miles of bike lanes in Detroit.

“I think it’s going to encourage more people to get out there and take biking as a serious form of transportation,” said Koller, 25, who lives in the city’s Corktown neighborhood and commutes by bike to Wayne State University, where he’s a doctoral student in transportation engineering.

As per usual, the Free Press comment section certainly inspires this area’s least informed yet most opinionated. It’s apparent that those writing the most negative comments have never ridden a bike in Detroit.

As of this posting, there were 167 comments about painting these bike lanes.

Bicyclists and pot holes

MDOT recently issued this press release:

MDOT offers toll-free pothole hotline to Michigan motorists

March 31, 2010Freezing and thawing cycles lead to potholes in the spring. In addition to a toll-free pothole line, the Michigan Department of Transportation (MDOT) has posted a form on the MDOT Web site to encourage motorists to report potholes on state roads. Reports of potholes on state roads (M, I and U.S. roads only) will be routed to the nearest MDOT Transportation Service Center (TSC).

“The pothole hotline is an easy and efficient way for residents to help us identify potholes on state roads that need to be repaired,” said State Transportation Director Kirk T. Steudle. “We hope that residents will call the hotline or use the link on the MDOT Web site to report potholes that need attention.”

To report a pothole, call 888-296-4546, around-the-clock, seven days a week, or use the “Report Potholes” link on the MDOT Web site at?www.michigan.gov/mdot. Those reporting pothole locations are asked to provide the route name (M, U.S. or I designation), the county, the nearest community, and the closest cross street or interchange. Potholes on non-state roads should be reported to local road commissions since MDOT does not have jurisdiction over roads that are not part of the state system.

Information about how potholes are formed is available on the MDOT Web site at www.michigan.gov/mdot/0,1607,7-151-9615_30883—,00.html.

The title is misleading. Other road users, including cyclists can report potholes — not just motorists.

As you may know, MDOT has a reimbursement program if one of these potholes damages your vehicle. According to a 2004 VeloNews article, Michigan bicyclists should be able to make claims as well. The MDOT claim forms are not specific to motorists.

Still, getting reimbursed is not easy according to MDOT.

The state will consider an award only for the damages beyond what has been paid by your insurance company, and the state must have been aware of the pothole for 30 days without repairing it in order for a claim to be eligible for reimbursement.

Also note that parts of that VeloNews article are outdated due to more recent court decisions.

A 2006 court case determined that by law, counties and MDOT are only liable for vehicular travel lanes.

“The duty extends only to the improved portion of the highway designed for vehicular travel and does not include sidewalks, trail ways, crosswalks, or any other installation outside of the improved portion of the highway designed for vehicular travel…”

It also doesn’t include paved shoulders or bike lanes — bikes are not vehicles under Michigan law. On one hand, that’s good for convincing road agencies to build bike facilities (no added liability.) However, that also means cyclists are not afforded the same protections as motorists.

According to the state attorney general’s office, the liability extends beyond potholes to include:

  • Rutting
  • Manhole covers
  • Dilapidated road surface
  • Traveled (vehicle) lane edge drops
  • Missing storm sewer grates

Either way, it’s imperative that cyclists keep a keen eye on the road conditions this time year until the patching crews can get some repairs made.

W. Vernor improvements to target pedestrian safety, add bike lanes

Model D has published follow up to the open house we mentioned earlier in Southwest Detroit.

Concepts shared at the Open House include the installation of bike lanes on W. Vernor between Waterman and Lansing, which would mean narrowing the road down in some areas to one lane of vehicular traffic; redoing the street surface and water and sewage lines on the stretch of W. Vernor that passes under the viaduct just east the W. Vernor/Dix/Waterman intersection, as well as the installation of new sidewalks and lighting; the incorporation of a left-turn lane on eastbound W. Vernor at Livernois to prevent illegal and unsafe turns; and improving lane configuration at the W. Vernor/Dix/Waterman intersection to prevent lane jockeying.

Plans will be submitted for approval to the Michigan Department of Transportation this month in the hope that construction can begin this year.

All total this will be about two miles of bike lanes (1 mile westbound, 1 mile eastbound.) Plans also call for lighting underneath the viaduct.

Sounds like a Complete Street to us!

Sharing Woodward Avenue

Metromode has an article on returning Woodward Avenue to a Complete Street.

That means making the thoroughfare friendly to all forms of transportation, like pedestrians, bicyclists, trains and automobiles. It also means building density and economic opportunity along Michigan’s Main Street. The belief is that by making Woodward less car-dominant it can grow into one of Metro Detroit’s primary economic engines.

“The time has come,” says Heather Carmona, executive director of the Woodward Avenue Action Association, a non-profit that advocates for the avenue. “The irony is decades ago Woodward was a transportation-inclusive corridor, but it lost that with the rise of the automotive industry. However, it’s coming back full circle.”

Detroit Has to Demolish Before it Can Rebuild

ABC News has a story on Mayor Bing’s efforts to rebuild and reinvent Detroit.

Demographer Kurt Metzger envisions small urban villages connected by parks and bike paths.

“We could become the greenest city in the country because of the land that we have if we start to manage it correctly,” he said.

We share that vision as do many others. While the Mayor in his recent state of the city address did not specifically say bike paths and greenways, he did mention “parks and green space” twice:

Strengthening our city will take a long-term strategy for how we use Detroit’s 140 square miles more productively. The harsh reality is that some areas are no longer viable neighborhoods with the population loss and financial situation our city faces. But instead of looking at our land as a liability, we need to begin to think creatively about how it can be a resource as we rebuild our city. That conversation is in its initial stages but let me take a moment to dispel some myths out there.

We’re not giving away or selling any neighborhoods to anyone. This is about determining what areas of our city are best suited for residential use, commercial and industrial businesses, parks and green space.

When I imagine Detroit’s future, I see a city with vibrant neighborhoods, with retail and grocery stores, a city that’s home to thriving small businesses, better mass transit and community parks and green space. But it will take all of us to make that happen and it’s a process that will not happen overnight.

And he also mentioned Detroit’s Safe Routes to School effort.
