Detroit-area Trail projects seek Trust Fund dollars

Chairperson Pollack advised that at this time the estimates of funds available for
acquisition is $25.7 million and development $9.7 million.

The Michigan Natural Resources Trust Fund (MNRTF) board meets on December 2nd to make their funding recommendations for park development and acquisition projects across the state.

According to Chairperson Lana Pollack, there is an estimated $25.7 million available for land acquisition and $9.7 million for development.

Not all projects will get funded as there is over $59 million in land acquisition requests and nearly $26 million in development requests.

To help determine what gets funded, all of the land acquisition and development projects have been ranked.

Here are some trail projects of interest to Metro Detroit bicyclists and other trail users.

Dequindre Cut and RiverWalk connection

09-149. William G. Milliken State Park and Harbor-Detroit East Riverwalk-Parks and Recreation Division. This is to complete the riverwalk trail to link Dequindre Cut. $500,000 request.

This is for phase III development at Milliken State Park. It would continue the RiverWalk eastward from the new lowlands area, past the grassy mound, near the old dry dock, and to the Dequindre Trail.

This project scored very well and is likely to receive funding.

Note that the cities such as Detroit and Hamtramck do not have approved recreation master plans on file with the DNR — a requirement for receiving Trust Fund grants. While the city of Detroit has a recreation plan, it has not been endorsed by city council and therefore does not meet the DNR requirements. Efforts are underway to help get the recreation plan through city council in early 2010.

Michigan Airline Trail

For some unknown reason, this land acquisition request is not included in the final project list. It should be. A presentation on the project was given at the October Trust Fund meeting.

09-170. Michigan Airline Railway Acquisition

Ms. Kathleen Cassidy, Administrator for the Commerce, Walled Lake and Wixom Management Council made a presentation in support of 09-170, Michigan Airline Railway Acquisition. The project is for the acquisition of 5.45 miles of railroad right-of-way for a trail that would traverse Commerce Township and the cities of Walled Lake and Wixom. These communities have formed an intergovernmental trails management council for the purpose of acquisition and development of this trail. There is great support for the project, with over 100 letters of support being received from citizens, politicians, adjacent communities and trail enthusiasts.

When completed, the proposed trail will connect with the Huron Valley and West Bloomfield Trails. The trail is within a mile of eight elementary, two middle and two high schools. In addition it adjoins to the downtown areas of Walled Lake and Wixom.

All three communities have pledged to operate and maintain their portions of the trail through their parks and recreation budgets. There is a willing seller.

The trail is part of the cross-state Michigan Airline Trailway and is one of the nine missing links in this trail.

Ms. Nancy Krupiarz, Executive Director of the Michigan Trails and Greenway Alliance, made a presentation in support of 09-170, Michigan Airline Railway Acquisition. This is a critical connection for the Michigan Airline Trail. It is located in a heavily populated area. She outlined where the trail would be located via a map.

Mr. Charters asked how much was being requested for this acquisition. Ms. Krupiarz responded the council is asking for $4,222,700 from the MNRTF.

Ms. Krupiarz advised the Board that a grant has recently been received from the Kresge Foundation to close some of the other gaps in the trail (five gaps).

Ms. Krupiarz also mentioned the I-275 Pathway, 40 miles that will connect halfway to the middle of the critical link. These 40 miles of trail go south to Monroe.

Hines Drive trail extension in Northville Township

This is a significant request and larger than the typical $4 million ceiling. That means it could be funded in phases. It does score high on the list and could be funded.

Yet Another Raid on our Trust Fund

rep1031Another attack on the Michigan Natural Resources Trust Fund has been launched.

As we noted earlier, Michigan’s road builders are looking to divert money from the Trust Fund to fill their gaps in transportation funding. Fortunately it would require changing our state constitution to do so. Given the backlash this incurred, there seems to be some backing away from this suggestion.

Now State Representative Sheltrown (D-Roscommon) is recommending two-thirds of the Trust Fund’s annual grants be diverted to subsidize hunting and fishing instead of buying park land and building trails.

“Despite the importance hunting and fishing has in Michigan and its impact on the state’s economy, Michigan is near the bottom nationally in support of its conservation programs,” Mr. Sheltrown said. “An increase in state general fund revenue is unrealistic given the state’s continued budget deficits. Imposing new fees or increasing existing fees above the rate of inflation to make up shortfalls is counterproductive to the long-term viability of hunting and fishing programs. There has to be a different solution.”

There is a different solution. Raise the hunting and fishing license fees. The Trust Fund was not created to solve structural deficits in DNR operations.

What can you do? If and when Sheltrown introduces a bill we must be prepared to strongly advocate against it. We’ll stay on top of this.

It’s also worth mentioning that Sheltrown is the same legislator that introduced a bill that would have opened up all DNR trails to ATVs if the rider was 60 and over or disabled.

Imagine all the singletrack at our state parks and recreational areas being opened to ATVs! This would have severely decimated many popular trails, but especially those like Island Lake that have sandier soils.

Fortunately that bill died in the last legislative session. It would not be a surprise to see it introduced a third time in his final term.

New Threat to Michigan’s Trust Fund

dsc00022We mentioned this a couple days ago when discussing Trust Fund grants, but it’s worth further coverage.

But first, we note that much non-motorized transportation road funding comes from MDOT (e.g. Transportation Enhancements, CMAQ) and the state fuel tax (a minimum of 1% of which must be spent on non-motorized facilities.)  But the bottom line is all road projects should routinely accomodate bicyclists — that is the Federal Highway Administration policy guideline — and facilities such as bike lanes and paved shoulders should be paid for through the same funding sources as roads.

No legal road user group should have to bring their own pot of money to the table in order to get safe facilities.

Now the Transportation Funding Task Force is recommending that the Michigan Natural Resources Trust Fund be diverted for transportation.

It’s a terrible idea.  Michigan voters changed Michigan’s Constitution to prevents such diversions so it’s difficult to understand how or why anyone would make such a recommendation.

Since 1976, Trust Fund grants have been a fundamental source for funding recreation and parkland acquisition in Michigan.  That funding has been used at the local and county levels, as well as by the DNR. Most of the area’s rail-trail projects are around because the Trust Fund helped purchase the land.  A list of Trust Fund projects is on-line.

We recommend contacting Governor Granholm to let her know you oppose diverting the Michigan Natural Resources Trust Fund for transportation.

Dennis Muchmore is the executive director for the MUCC also serves on the Trust Fund board.  He certainly doesn’t dance around the issue as his recent press release shows (see below).

The Michigan Natural Resources Trust Fund (MNRTF) Board has recommended funding for 81 recreation projects and land acquisitions totaling $48.5 million be funded for 2008.

This was the most ever awarded for Trust Fund grants.  This is due to the higher prices paid for mineral (including oil & gas) leases on state property.

“Michigan is blessed with natural resources and special places that should be protected and enjoyed for generations to come,” said Governor Granholm. “These recommendations represent ways that we can ensure that Michigan citizens and visitors will be able to enjoy outdoor recreation now and in the future.”

A Threat to the Trust Fund

The Trust Fund is set up so that it can continue to fund recreation projects and land acquisition projects after the gas and oil run out.  That’s not the threat.

The threat is the Transportation Funding Task Force who recently recommended that the Trust Fund monies be diverted into the transportation budget.  As a whole, this was perhaps their only out-of-the-box recommendation yet it only shows how out-of-touch they are with reality.

Fortunately in 1985 Michigan voters put the Trust Fund in the state constitution to protect it from bad ideas such as this.

In the words of Dennis Muchmore, the MUCC Executive Director, “Raiding the Trust Fund would be an outrageous and unwarranted attempt to circumvent the public will.”

2008 Recommended Grants – Recreation Projects

Clinton River Trail Bridge (Pontiac), $485,000. This project will construct a new pedestrian bridge, approach and ramps over Telegraph Road.  This is absolutely huge and it almost didn’t make the cut.  This is only partial funding.  Additional grant money will be required.

Bell Creek Park Non-Motorized Trailway (Redford), $450,000. This project includes development of 600 feet of elevated boardwalk across a floodplain of the Bell Branch of the Rouge River, connecting two sidewalk ends. A 75-foot long bicycle/pedestrian bridge will span the river.

Kensington Metropark-Milford Trail Connector, $315,000. The project would include 1.2 miles of paved trail from the Kensington Metropark loop trail to the Milford-Kensington Trail (at the Dairy Queen.)

2008 Recommended Grants – Land Acquisitions

DNR  Southeast Lower Peninsula Land Consolidation, $4 million. This project will acquire various properties within Southeast Michigan, but especially private land within our state parks.

Academy Preserve Acquisition (Monroe), $2,192,500. This project will acquire approximately 128 acres of open space in the City of Monroe with a portion of Frenchtown Township. The site includes an oak savannah, oak-hickory forest, lowland forest, farmland and a forested island in the River Raisin.  There you go, Erie Hiker!

Michigan Air-Line Railway (West Bloomfield), $1,452,500. This project will acquire approximately 17 acres, or 2.5 miles, of railway corridor that connects the existing West Bloomfield trail west to Haggery Road.  This is great news for a trail project we discussed earlier.

Increased Priority on Urban Trail Funding

Governor Granholm recently signed Senate Bill 978 into law.  This bill adds the following directive for the Michigan Natural Resources Trust Fund:

The board shall give particular consideration to the acquisition of land and rights in land for
recreational trails that intersect the downtown areas of cities and villages.

Trails in urban areas have often been at a disadvantage when applying for Trust Fund grants.  They often don’t offer pristine natural resources yet they cost more than land located in more rural parts of Michigan.  To offset this disparity, the Trust Fund scoring system did provide extra points for regional trails.

It’s not clear how much of a change this will have in the grant process, but it should make trails in Southeast Michigan a bit more attractive.
