Lansing approves Complete Streets ordinance

Here’s some breaking news from Rory Neuner from the Michigan Environmental Council and a League of Michigan Bicyclists director:

The Lansing City Council voted unanimously tonight (Monday) to adopt a Complete Streets / Non-Motorized Plan ordinance. We’re thrilled!

What does this mean?

There’s more information on this ordinance and how the Lansing Walking & Bicycling Task Force got to this milestone on their web site. But in summary, this ordinance:

  1. Requires the City of Lansing to adopt a Non- Motorized Network Plan.
  2. The Non-Motorized Network Plan would include, at a minimum, accommodations for accessibility, sidewalks, curb ramps and cuts, trails and pathways, signage, and bike lanes, and shall incorporate the principles of Complete Streets and maximize walkable and bikeable streets within the City.
  3. To the extent financially feasible, future construction or reconstruction of City rights-of- way or any parts thereof shall be in conformity with the Non-Motorized Network Plan.
  4. Encourage adequate funding for the plan.
  5. Require an update of the Non-Motorized Network Plan every five years from the date of adoption.

Passing an ordinance up front is a slightly different route than what was taken in Royal Oak and Troy, but definitely works.

And perhaps the biggest benefit to what Lansing has achieved is the funding. Making plans is easy. It’s a major challenge finding the money to implement them, especially in these economic times.

Under current Michigan law (called Act 51), a minimum of 1% of the state road funds each city, village, and county receive must be spent on non-motorized facilities like bike lanes and sidewalks. Some follow this law and some don’t, but that’s a whole other topic.

The city of Lansing currently spends 2% to 3% for non-motorized facilities. Under this ordinance that  is raised to 5%.

Congratulations, Lansing!

Woodward: the first mile of concrete highway

The Woodward Avenue Action Association (WA3) had a ceremony today to celebrate the 100th anniverary of the world’s first mile of concrete highway. That first mile was Woodward Avenue from McNichols to Seven Mile Road in Detroit. It was just 18 feet wide.

This historic milestone was very much the result of decades of tireless work, often led by bicyclists such as Horatio “Good Roads” Earle and Edward Hines. WA3 was generous enough to let me briefly speak at today’s event to highlight the cyclists’ role in this project and the Good Roads movement.

Hines, former chief consul for the League of American Wheelmen Michigan Division was a Wayne County road commissioner (along with Cass Benton and Henry Ford.) He helped oversee this project. Back in 1893, he helped create legislation that enabled county road commissions.

Earle followed Hines as Chief Consul of the Wheelmen before becoming a state senator and our first state highway commissioner. He founded both MDOT and the American Road Builders Association. The National Cement Association called Earle the “Father of the Concrete Roads of the World.”

For this Woodward paving project, Earle helped secure Wayne County’s bond and completed the approval inspection on June 21, 1909.

It’s highly ironic that some motorists question cyclists rights to the roads when we were there first and literally paving the way for improved motoring.

Moving Forward

In speaking today, I also noted that we got stuck focusing exclusively on automobiles for some time and that’s now changing. Detroit’s non-motorized master plan calls for bike lanes on Woodward. WA3 has contracted Giffels-Webster for non-motorized planning along Woodward from Eight Mile to Maple.

And we are closer than ever to getting light rail on Woodward.

I told the crowd this means “giving people more transportation options,” which elicited perhaps the biggest cheer of event.

And here’s an Earlism to consider: “One anvil outlasts hundreds of hammers. If you are anvil-like, a little hammering will not hurt you.”

Detroit: a terrific city for cycling

Steve Roach, the League of Michigan Bicyclists (LMB) Director for Detroit and the Pointes, was recently profiled in Grosse Pointe Today.

Roach, 48, is a lawyer at Miller Canfield in downtown Detroit. Several times a week, weather permitting, he leaves his car at home and commutes from his Grosse Pointe Park house to his office by bicycle. The 8.5-mile route carries him into decaying neighborhoods, over rutted pavement and sometimes through sweltering heat, but all of this doesn’t stop him, or even slow him down, and it certainly doesn’t bum him out. Exercise is its own reward.

“It occurred to me that it takes me at least 20 minutes to drive (to my office), and I started thinking I bet I could ride (there) in 20. I’m able to clear my head and enjoy it. For an extra 20 minutes of commuting a day, I get an hour’s worth of exercise.”

Through my job as Detroit Greenway Coordinator for MTGA, I get to work with Steve quite often. He’s definitely one of the shining stars within the LMB.

And on our most recent Detroit rides we even rescued a baby goat. Serious.

While he’s been very supportive of the Detroit biking and trail efforts, he and others are also working to make the Pointes more bike friendly. One suggestion is having bike lanes on Jefferson, or at least some Share the Road signage.

CDC: Build bike lanes, lose weight

Centers for Disease Control and Prevention (CDC)This week the Centers for Disease Control and Prevention (CDC) released a report called Recommended Community Strategies and Measurements to Prevent Obesity in the United States.

In the report, they recommend the following strategies:

Communities Should Enhance Infrastructure Supporting Bicycling

Enhancing infrastructure supporting bicycling includes creating bike lanes, shared-use paths, and routes on existing and new roads; and providing bike racks in the vicinity of commercial and other public spaces. Improving bicycling infrastructure can be effective in increasing frequency of cycling for utilitarian purposes (e.g., commuting to work and school, bicycling for errands). Research demonstrates a strong association between bicycling infrastructure and frequency of bicycling.

The report also cites evidence that “improving bicycling infrastructure is associated with increased frequency of bicycling.” In other words, if you build it, they will bike it.

Also their suggested means for measuring success is the “total miles of designated shared-use paths and bike lanes relative to the total street miles (excluding limited access highways).”

Note that shared-used paths are trails that are nearly always within their own right-of-way (e.g. rail trails.) They should not be confused with side paths or sidewalks, often called safety paths within Oakland County, which should not be designated bicycle facilities according to national guidelines.

Other related suggested strategies include:

  • Enhance infrastructure supporting walking.
  • Improve access to public transportation.
  • Zone for mixed-use development.
  • Support locating schools within easy walking distance of residential areas.

If this sounds like the CDC is promoting Complete Streets then you’re certainly in agreement with Barbara McCann from the National Complete Streets Coalition.

Impeding Traffic: Looking at the bigger picture

Throughout the Detroit suburbs, cyclists can expect to hear the occasional verbal assault from motorists. The typical theme is “you don’t belong on the road” or “you’re in my way.”

Clearly state law says that cyclists have the same access to all Michigan roads except limited-access highways.

Some argue that since cyclists can’t travel at the speed limit, they shouldn’t be on the road and that bicycles impede traffic. But courts have dismissed that argument since it would effectively ban bicycles (and pedestrians, pack-animals, farm machinery, Amish wagons, etc.) from all roads.

But are motorists really that concerned about being occasionally slowed due sharing the road with cyclists? How much time do Metro Detroit motorists “lose” to cyclists on the roads?

Rather than attempt to answer that question, it’s perhaps more important to step back and judge all the issues that delay motorists.

How much time do motorists lose to:

  • Road construction
  • Stop lights and stop signs
  • Speed limits
  • Rush hour traffic
  • School buses loading and unloading children
  • At-grade train crossings
  • Inclement weather
  • Emergency vehicles
  • Slow downs due to vehicle crashes
  • Other cars on the road

Motorists’ time lost to bicyclists is certainly minor compared with most of these. So are these same motorists yelling at school buses and emergency vehicles to get off the road? It seems that if they were so consumed with decreasing their travel delays, they’d focus on the issues causing the biggest delays.

And speaking of travel delays, this past week an apparently careless driver caused a horrific tanker explosion on I-75 which caused over a $1 million in damage and has left the expressway closed for days. This portion of I-75 carries 160,000 vehicles per day and the closure is causing many minutes of delay per vehicle.

This single crash has likely caused more motorist delay than all the cyclists in Metro Detroit combined — ever.

That certainly helps put this all in perspective.
