Planned Detroit RiverWalk improvements

SEMCOG has been asked to add 60 projects to the 2011-2014 Transportation Improvement Program (TIP).

Among those additions, MDOT has submitted 3 non-motorized pathway construction projects for the Detroit RiverWalk.

  • 2011: $15.5 million for pathways at various locations between Cobo Hall and the Belle Isle Bridge, perhaps including the unfinished section in front of the new Port Authority.
  • 2012: $5.4 million for pathways from Chene (Park) to Jos Campau.
  • 2013: $11 million for pathways from Meldrum (Mt. Elliot Park) to the Belle Isle Bridge. This is the Uniroyal site.

Yes, the details are vague, but it’s enough information to get excited. If this goes as planned, the RiverWalk will connect with Belle Isle by 2013.

Milliken State Park expansion?

The DNRE is also looking at expanding their state park located on the RiverWalk.

This is an excerpt from  a presentation given at the August 18th Natural Resources Trust Fund meeting, which has provided funding to the RiverWalk and state park. The presentation was by Vicki Anthes from the DNRE and Faye Alexander-Nelson from the Detroit Riverfront Conservancy.

Ms. Anthes outlined two parcels that are critical for additional development of the state park. The first parcel is the Atwater Loft building, which has sat vacant for some time. The Detroit Economic Development Corporation is willing to discuss acquisition of the property. This property would have a huge impact on how the remainder of the park is developed. The other property, north of Atwater Street, is the Globe Building and some vacant land just north of it. She discussed additional parcels of interest to future development of the park — Watermark parcel, existing City of Detroit owned Chene Park and Holsom property. None of these properties have been developed. The DNRE would like the City of Detroit to consider these properties for acquisition to the Milliken State Park to expand recreational opportunities. Another parcel for consideration is located on the the west riverfront area and is approximately 40 acres. The City of Detroit owns this property as well. If all parcels were acquired, the state park would go from 31 acres to approximately 78 acres.

The Atwater Loft building mentioned above is that vacant land just east of the Rivard Plaza parking lot. The minutes imply that Chene Park is undeveloped, which is obviously not correct. The DEGC does have plans to expand Hart Plaza so that it replaces Chene Park. This is a really needed if there’s any hope of increasing residential living opportunities in the area around Chene. Living next to an amphitheater brings noise and parking issues.

What this really shows is the market for condos directly on the river isn’t what the DEGC thought, at least not in this current market. The DNRE can apply for Trust Fund grants to acquire and develop park land, so they’re really the only game in town right now.

The presentation included  more information on the Globe Buiding.

Ms. Anthes further outlined the vision of development at the Globe Building property. A portion of the interior space could provide opportunities for an adventure and discovery center. There would be hands-on activities for visitors to experience outdoor recreation and natural resources, such as climbing a giant White Pine tree, simulated kayaking trip or an indoor archery center.

Interesting ideas. It’s great to see the DNRE is expanding their role in Detroit — as they should. This state park is more readily accessible than any other in Michigan. It’s highly visible and a huge asset to the community.

Dequindre Cut Expansion

At this same Trust Fund meeting, Tom Woiwode from the Community Foundation for Southeast Michigan discussed the planned northward extension of the Cut to Mack Avenue.

From the minutes:

The original plan was to connect the trail into Eastern Market. In the first phase of the project, the trail got users as far as Gratiot. North of Gratiot the property was privately owned. The railroad company owns this property. Just last month the railroad company has agreed to sell the property.

The Community Foundation is prepared to provide the match required for the acquisition. With this property, the Dequindre Cut will actually directly connect with Eastern Market. The Michigan Department of Transportation (MDOT) provided a $393,000 grant towards the Dequindre Cut south trail construction. They have expressed interest in continuing the project north and have some construction funds available.

There you go, D-Cut fans. The wheels of trail expansion are turning…

Snyder Team responds to comments on bike bridge

We submitted comments on gubernatorial candidate Rick Synder’s web site regarding his comments on the US23 pedestrian bridge.

We noted that the true inefficiencies in Michigan transportation lie in the structure. There are 50-some communities in Oakland County alone that receive road funding. There is significant room for consolidation.

We also noted that there are 81 county road commissions which are separate from county government, many if not all of which are not beholden to the public.

This is the response we received:

Thank you for your inquiry.  I would like to clarify that Rick does not oppose bike trails.  He is a big supporter of bikeable and walkable cities.  What Rick said during the debate is that we need to prioritize funds better.  Despite the fact that he is supportive of building new bike bridges, he thinks that it is a higher priority to reinforce dangerously crumbling bridges that thousands of people drive over every day.

The point you make about non accountable agencies is an interesting one.  I am not intimately familiar with how Rick’s ideas for transportation reform but I can tell you that he is committed to bringing greater efficiency and common sense to MDOT and transportation in Michigan as a whole.

There’s a clear need to educate candidates such as Rick Snyder and others on the efficiency benefits of consolidation within Michigan’s transportation funding environment.

One first step would be to make it easier for counties to have their own road agencies and eliminate their county road commissions. This consolidation would eliminate duplicate administration and make them accountable to elected officials. It would also bring together county planning with road planning, which could result in significant savings through proper land use planning.

However, under current state law this consolidation is prohibited for all but two counties — Wayne and Macomb. State law also requires counties to become charter counties first, something that takes significant time and money.

And when Macomb County adopted a charter a year ago, 64% of their voters also chose to dissolve their road commission.

We should make it easier for voters in the other 81 Michigan counties to consolidate and save taxpayer money.

PlanNYC: Some inspiration from New York City

We typically shy away from posts not directly related to Detroit, but this one is too good to pass by.

It’s a video about the non-motorized work being done in New York City being led by Mayor Bloomberg. They have aggressively moved forward with their greening efforts through increased public space, greenways, bike lanes (over 200 miles in 3 years!), and more. One  significant comment was when the Mayor mentioned New Yorkers have increased their life expectancy by reducing crash rates. With Detroit having the second highest rate of pedestrian fatalities among U.S. cities (Atlanta is #1), our efforts could provide that same benefit here.

Novi bike and walk planning meeting this Tuesday

A friendly reminder that the second public meeting on Novi’s Non-Motorized Master Plan is taking place this Tuesday, October 26 starting at 7:00 pm at the Novi Public Library. This meeting will include the presentation of preliminary plans for various concepts and routes that will make up the final master plan proposal. This meeting will use an open-house format so if you can’t make it at 7:00 pm, please come by later in the evening to review and comment on the plans.

South Oakland County communities in the news

Despite the downturn in the weather, there’s been an upturn in media coverage for bicycling news among communities in southern Oakland County.

And while we’ve already covered these stories, it’s great to see them in the media before a much larger audience.

Metromode has two new articles.

The latter article includes a discussion of getting Complete Streets in Birmingham.

Jana Ecker, a planner with the city of Birmingham, said although that city is already a walkable community, there isn’t a resolution in place yet. For example, the city doesn’t have bike lanes. “It will require some changes from what we do now,” she says. She expects the city will take another look at the ordinance in November, after it’s reviewed.

The Detroit News published an article that covers both Royal Oak’s planning efforts and the local Complete Streets victories.

And even the Oakland Press provided some positive coverage of the recently passed Complete Streets legislation in Lansing.

All combined these articles reflect the significant (and relatively new) momentum behind making at least the lower portion of Oakland County a bike friendly environment.

Royal Oak Bike and Dine

Don’t forget that the Royal Oak Bike and Dine is tonight. Here’s the information:

Please join us for a Progressive Bike & Dine in Royal Oak and Berkley.  Royal Oak is conducting a non-motorized transporation plan, and Berkley recently adopted a “complete streets” policy, so this event will celebrate progress in both communities.
