Who is the Menace to Society?

Menace to Society

Distracted driving by motorists certainly has gotten much media coverage of late due to a recent national summit. The Detroit News reported yesterday:

Secretary Ray LaHood kicked off a two-day summit on distracted driving this morning, calling it a “menace to society” and a “deadly epidemic.”

LaHood wants to crack down on texting behind the wheel and other activities that take drivers’ focus from the road as the government issued a report that said 6,000 deaths last year were linked to distracted driving.

We agree. Distracted driving is a menace to society and the ones who are most likely to pay the price are the most vulnerable: cyclists and pedestrians.

What we haven’t seen in print is the role road agencies play in accommodating distracted driving. Groups like the Road Commission for Oakland County provide wider roads and remove roadside trees in the name of safety. This PBS article discusses recent studies that show these forgiving roadways in more built up areas actually decreases safety.

Unwilling to accept Responsibility

According to the AAA Foundation, motorists have a “Do As I Say, Not As I Do” attitude.

according to a new report out today by the AAA Foundation for Traffic Safety. For
example, Americans rated drinking drivers as the most serious traffic safety issue, yet in
the previous month alone, almost 10 percent of motorists admitted to driving when
they thought their blood alcohol content was above the legal limit.

And that same AAA study found:

  • 82 percent of motorists rated distracted driving as a serious problem, yet over half of those same individuals admitted to talking on the cell phone while driving in the past month, and 14 percent even admitted to reading or sending text messages while driving.
  • Over seven out of ten motorists rated red light running as a serious problem, yet over half of those same individuals admitted to speeding up to get through yellow lights, and 5 percent even admitted to having run a red light on purpose in the past month.
  • Nearly three out of every four motorists rated speeding as a serious problem, yet 40 percent of those same individuals admitted to driving 15 mph or more over speed limit on the highway in the past month, and 14 percent even admitted to having driven 15 mph or more over the limit on a neighborhood street.

Since this is a self-reporting survey, the numbers are likely under reported.

Blaming Bicyclist Behavior

Clearly a significant number of motorists practice unsafe driving habits and either fail to recognize it or take responsibility for it. They are an unreliable source for opinions on road safety.

It seems this is lost on some bicycle advocates and organizations who tell us that bicyclists must earn the respect of motorists. This is pure nonsense.

Bicyclists that practice unsafe cycling or who break the “rules of the road” are not a menace to society. They rarely if ever cause harm to other road users. The safety priority needs to be placed on motorists and road designers.

Motorists need to be held accountable and made responsible for their unsafe driving.

We need to ensure our road agencies design safer, livable roads that require the driver’s attention.

For perspective, today a motorist ignored a bus stop sign and hit two school children in Rochester Hills. From a safety standpoint, this single crash is perhaps more egregious than the sum of all objectionable Michigan cyclist behavior — ever.

Any focus on bicyclist behavior must be redirected to the real menace to society.

Pedestrian and bicycle safety data analysis

If you spend much time perusing the available safety publications for Michigan, it becomes fairly evident that not much serious effort is put into bicycle and pedestrian analysis.

SEMCOG

One example is SEMCOG’s Crash Facts report where more analysis and pages are devoted to vehicle-deer crashes than either pedestrian crashes or bicycle crashes. This is despite the fact that deer caused just one driver fatality in 2007. There were 65 pedestrian fatalities and 7 bicyclist fatalities in 2007.

For 2008, SEMCOG issued a cheery press release because overall fatalities and crashes were down.

“We are extremely happy to report this continuing decline in traffic crashes in Southeast Michigan,” notes SEMCOG Executive Director Paul Tait.

SEMCOG failed to note that both bicycle and pedestrian fatalities were up. In fact, 18% of all fatalities were pedestrians and bicyclists in 2007. In 2008 that pecentage jumped to 24%.

It seems the “analysis” is simply plugging this year’s numbers into the same old template.

A worthwhile analysis would look at trends within the region and where within the roadway these crashes are occuring.

Do we really need SEMCOG telling us that “bicycle crashes were more common in warmer months…likely due to the difficulties of bicycling in snowy or icy conditions?” They’ve been recycling this same text since 2002.

MDOT

To their credit, MDOT has supported some pedestrian safety studies within the city of Detroit. The city of Detroit’s Traffic Engineering department is has applied for safety funding to make improvements that should reduced pedestrian crashes.

Also, the Governor’s Traffic Safety Advisory Council includes some good analysis within the Michigan Pedestrian and Bicycle Safety Action Plan.

OHSP

One interesting analysis from the Office of Highway Safety Planning (OHSP) compares 2007 bicycle crash injury severity for helmeted and non-helmeted riders. We’ve rebuilt their data table as follows:

2007 Bicycle Crashes Total crashes Fatal or serious injury Minor or no injury
With helmet 177 18% 46%
No helmet 795 10% 51%

(Note that it is unreported whether helmets were worn in a little over half of the crashes.)

Among bicyclists wearing helmets in crashes, a significantly higher percentage suffered serious injury or death when compared those without helmets. One would expect the helmeted riders would have a reduced percentage of serious injury or death.

Can this be explained by risk compensation or demographics?

Nonetheless, the OSHP apparently didn’t do much analysis since they’ve cut-and-pasted a quote that’s unsupported by their own data: “Making the use of helmets the single most effective countermeasure available to reduce head injuries and fatalities resulting from bicycle crashes.”

And just to be sure that 2007 wasn’t simply a unique year, we looked at this data back to 2004. For every year, bicyclists wearing helmets in crashes suffered an equal or greater percentage of serious injury or death.

For what it’s worth, there is not a trend towards increased helmet use among those involved in reported bicyclist accidents within Michigan.

Doctor drives head on into cyclist on Hines

Click on Detroit is reporting that a doctor after working a 24 hour shift, got into her car, and hit an experienced cyclist on Hines Drive.

Police said the female driver crashed head on into a 60-year-old man riding his bicycle with a group of friends. The impact left a large dent in the hood of the car. The cyclist was seriously hurt and is being treated at University of Michigan Hospital.

As of Friday night, no decision had been made whether or not the driver would be charged.

It would be interesting to hear the eyewitness accounts from the others cycling in the group.

Apparently only Click on Detroit has covered this story so far.

Does this Encourage more Bicycling?

hollandAndreas Rohl, bike program manager for the city of Copenhagen spoke at this year’s National Bike Summit.

From Bike Portland:

On the topic of safety, Rohl had a particularly memorable insight. Of course it’s important, he said, but it’s even more important to not put too much focus on it. If you tell someone to think of an elephant, he said, they’ll think of an elephant. His point was that if advocates and planners are always talking about safety (which the U.S. is very guilty of) than people especially the ones advocates are trying to attract will assume it’s a dangerous activity.

We’ve brought this up in prior articles as it relates to the constant public message that cyclists must always wear a helmet.

Last month Copenhagenize noted the Dutch Bicycle Council’s collection of positive cycling promotions. Those photos certainly make cycling look safe, accessible, convenient and fun. There’s no lycra and almost no helmets.

ride-of-silenceContrast that with the Ride of Silence events that mourn cyclists killed or injured while biking — putting the focus on how unsafe cycling can be.

Does this message encourage more people to ride a bicycle?

Does this message make it more or less likely that parents will let their kids bike to school?

Certainly there’s a time and place to remember our fellow cyclists who’ve been injured or worst. No one is opposed to that.

And that remembrance certainly could be part of an annual (and very positive) blessing of the bikes event. That could encourage more bicycling.

For that we say, “Amen.”

Oakland County Roads are Not the Safest

irtadIf you read the Road Commission for Oakland County web site you’d see their claim that the county has “the safest roads in the world.”

They’re wrong.

To jump to this conclusion, they divided the number of fatalities by 100 million vehicle miles traveled. The more miles driven on the expressways, the safer the rest of the roads look.

And in 2008, 27% of all Oakland County road fatalities were pedestrians and cyclists. To divide those fatalities by the number of vehicle miles traveled is clearly invalid — and it reflects the low priority the Road Commission places on road users who are not inside a motor vehicle.

What the Road Commission should be reporting is the fatality rate based on the population size.

Here are the 2008 fatality rates per 100,000 people (based on 2008 SEMCOG population estimates):

  • Oakland County 13
  • Macomb County 13
  • St. Clair County 18
  • Wayne County 20

These are not world class when compared with other countries.

The U.K.’s Department for Transport’s recent report “A Safer Way: Consultation on Making Britain’s Roads the Safest in the World.” (via How We Drive) compiles road fatality rates for many countries (See the above chart).

Our county rates show we are among the least safe. Oakland and Macomb counties are only marginally better than the U.S. average, yet double the Canadian average.

We’re apparently neck and neck with Bulgaria.

Oakland County clearly does not have the safest roads.
